Site control of third party works in the vicinity of a transmission pipeline


Application

This unit involves the skills and knowledge required to plan, control and monitor third-party works in the vicinity of a transmission pipeline to ensure the integrity of the pipeline is not compromised.

It includes applying relevant legislation, codes of practice, regulations, standards and workplace procedures; and completing work and relevant documentation.

Third-party works include excavation, seismic activities and the use of explosives, vibrating rollers and the effect of additional loads on the pipeline.

This unit applies to any basic and safe work site where gas and petrochemical liquids industry operations occur.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Plan to undertake site control of third-party works in the vicinity of a transmission pipeline

Work schedule/s, drawings, plans, job requirements, materials and equipment are examined to assess the extent of preparation required for the third-party work

1.2

Work is prioritised and sequenced for completion within acceptable timeframes following consultation with relevant person/s in accordance with workplace procedures

1.3

Hazards and work health and safety (WHS)/occupational health and safety (OHS) risk are identified and prioritised and control measures implemented and monitored

Job requirements and workplace procedures for the work are obtained for all work sites and communicated to relevant person/s

WHS/OHS, environmental and sustainable energy policies and procedures related to the work are obtained to ensure safe systems of work are followed

Relevant work permits are obtained to coordinate and perform the work in accordance with regulatory requirements and workplace procedures

1.7

Resources, including third parties, equipment, tools and personal protective equipment (PPE) required for the job are identified, scheduled, coordinated and confirmed in a safe and technical working order

Clients are provided with possible solutions and options within the scope, acceptable cost and job requirements

Communication issues with authorised persons, authorities, clients and land owners are resolved and work coordinated in accordance with work schedule and workplace procedures

Persons participating in the work, including plant operators and contractors, are briefed, inducted and responsibilities coordinated and authorised as required in accordance with workplace procedures

Conduct and monitor site control of third-party works

2.1

WHS/OHS and environmental risk control measures and policies and procedures are followed in accordance with workplace procedures

Hazardous activities are performed safely in accordance with regulatory requirements and workplace procedures

2.3

Equipment faults are identified through inspection and testing of operational equipment in accordance with work schedule and job requirements

2.4

Hazard warnings and safety signs are recognised; and hazards and WHS/OHS risks assessed and reported to authorised person/s for directions in accordance with workplace procedures

2.5

Operating conditions of equipment and pipeline are monitored and observed to ensure correct operating parameters are maintained in accordance with workplace procedures

2.6

Negotiations with third parties to control the threat to the pipeline are carried out to ensure the pipeline can be accessed and monitored in accordance with workplace procedures and job requirements

2.7

Fault-finding and troubleshooting techniques are applied to identify any repairs or maintenance required in accordance with job requirements and workplace procedures

2.8

Third-party works are coordinated to ensure completion in agreed timeframe and to industry standards with a minimum of waste in accordance with job requirements

2.9

Unplanned events and non-routine problems are identified and actioned in accordance with workplace procedures

2.10

Quality and safety checks of the third-party work are conducted in accordance with job requirements, workplace procedures and community and industry standards

Complete site control of third-party works and relevant documentation

Work undertaken is checked against work schedule for conformance and anomalies and proposed solutions reported in accordance with workplace procedures

Accidents and injuries are reported in accordance with requirements and workplace procedures

3.3

Work site is rehabilitated/cleaned up and confirmed safe and in accordance with workplace procedures

3.4

Tools, equipment and any surplus resources and materials are cleaned, checked and returned to storage in accordance with workplace procedures

Relevant work permit/s are signed off accordance with requirements and workplace procedures

3.6

Work completion records, reports and as installed/modified drawing/s and documentation are completed, processed and the appropriate person/s notified in accordance with workplace procedures
